U.S. Army Gen. Christopher Cavoli, commander of U.S. European Command and Supreme Allied Commander Europe, hosted the 2025 USEUCOM Strategy Conference and Workshops (ESCW) at Ramstein Air Base, Germany, from Jan. 27-30, 2025.
This year’s theme, "Build, Modernize, and Integrate," framed the high-level strategy discussions meant to share understanding of the evolving security environment, build on ESCW 2024 themes and increase collaboration among the U.S., Allies and partners.

"This year's Conference objectives support our collective efforts to enhance Euro-Atlantic security, as we work together to strengthen our readiness, modernize our systems, and build a more agile and responsive force."
This year’s event featured additional keynotes on USEUCOM Theater Strategy and NATO plans alignment. The conference and workshops facilitated multiple panel discussions, including the implications of Russia’s strategic partnerships and developing effective strategies to counter potential threats; enabling Allied integration through interoperability, information sharing, and joint exercises to build a cohesive and effective force; realizing the reinforcement and sustainment network through pre-positioned equipment, infrastructure development, and logistical support; and operating in a contested electromagnetic environment through the development of advanced technologies, training, and doctrine is critical for maintaining a strategic advantage.
ESCW is an annual forum for senior leaders to engage in strategic dialogue about the European security environment. Participants this year included USEUCOM and Department of Defense senior leaders and staff, NATO senior leaders and staff, Allied and partner nation Chiefs of Defense, and Department of State officials.
